Forbes has ranked rank U.S. cities on the basis of how good they are for home loan borrowers.

While deciding how to develop the survey Forbes considered the following criteria:

  • The lowest effective interest rates.
  • The year-over-year change in the percentage of homes on which loans were more than 90 days delinquent.
  • The year-over-year change in the percentage of homes in foreclosure, and the direction of home prices, higher being good and lower being bad.

Here are the 10 cities that Forbes ranks as the best for borrowers:
